Established under the Debt Collectors Act 114 of 1998. Sets the code of conduct, regulates fees, and handles complaints of unfair treatment, illegal fees or harassment for non-attorney debt collectors.
Regulates credit providers and debt counsellors under the National Credit Act, with specific oversight of the formal debt review process. BlueBear is a registered debt counselling practice.
Any consumer can lodge a complaint regarding unfair treatment, illegal fees or harassment directly with the Council for Debt Collectors.
Attorneys collecting debt are exempt from CFDC oversight but remain governed by their respective provincial Law Society.
